The Chicago Collections Consortium (CCC) received initial encouragement from the Andrew W. Mellon Foundation to submit a planning grant. The group worked over the next year to redraft its proposal into a two-part project: to create a new organization and to develop the specifications for the portal. Consultants for both the organizational model and the portal were identified and included in the proposal. The proposal was submitted by the University of Illinois Chicago on behalf of the group in January 2011.
